It was built in 1930 as part of the beach improvement program undertaken by Mosman Council and officially opened by the Mayor at the time, Alderman Buckle.
The rotunda overlooks the bay and close to Rocky Point Island, it is set in a very picturesque area. After its completion it was a very popular venue for brass band concerts for many years throughout the 1930s and 1940s. Today it is used for festivals, events and weddings and is an important historical landmark in Balmoral.
Just to the east of the rotunda is a memorial to a local lifetime resident named Cliff "Inky" Williams, who made a substantial contribution to the community in Mosman, and his faithful dog Billy. Cliff worked for Mosman Council for nearly 30yrs after serving with the 2/33 Infantry Battalion in World War 2
