"I have been traveling to Buzios for over 20 year now. I have done dozens of boat tour with various agencies and I can single handily say that this was the most disappointing experience I have had. This place was a SCAM. I lost R$500 with them (USD ~90).
Maite, one of the travel agency tour guides sold to me a boat package on Monday for Thursday. The weather looked unstable throughout the week so I confirmed with her multiple times that if the weather was not good on Thursday, we could cancel the tour. I was promised that if it was the case, then I could cancel it - no questions asked.
On Thursday morning the weather is bad: completely overcast with light drizzle and wind. I ask Maite to cancel the tour and for the next 2 hours I get bombarded with lengthy voicemails with every excuse in the book from her including some of the best lines "The boat has a cover, you can hide underneath it", "it is not raining to the level of a tropical storm", "the Brazilian coast guard is not banning boats from leaving" , "we already used R$500 to buy ice"
Moral of the story - they will say anything to get your money, and once they do, that money is lost whether you do a tour or not.

"I booked a tour to Arraial do Cabo from Buzios. They delivered everything they promised, and the price of the tour was much more affordable than all the other places we consulted (195 Reals/person). They picked us up at 7:15 and transferred us to Arraial by land. Once there, we were able to explore the downtown area for a while until we boarded at 10:15 because it was incredibly crowded. The boat and the sites were great. We returned to the port around 2:30 PM, where we boarded the van and went to Cabo Frio for lunch. I had zero reservations for the restaurant based on what I'd read, but the food at the grill in the Shopping Center was fantastic, and we were bursting at the seams. We then returned to Buzios around 5:30 PM."

"We took the Arraial do Cabo tour! It was excellent. It was all thanks to Adriana, who advised us incredibly well and recommended we go on a day with the best weather. She was honest with us and explained that if it was windy, we wouldn't be able to do the tour properly. She emphasized this because another agency tried to sell us the same tour and never explained the wind conditions to us; they were only interested in selling it, not in us having a good time. Thanks to her, we had a wonderful day! The boat crew was also very friendly and made our ride a great one. I highly recommend it!"
