Built between 2011 and 2012 under President Mikheil Saakashvili, it was intended to decentralize government from Tbilisi. However, parliamentary functions returned to Tbilisi in 2019.
The building features a striking, futuristic design with an oval glass and steel dome, designed by Japanese architects Mamoru Kawaguchi and Kenichi Kawaguchi.
The building is no longer used as a parliament. Plans are underway to transform it into the Kutaisi Tech Hub, focusing on IT and technology education and research.
