You can pre reserve online safari or if you show up early ( 8 am ) might be luck to reserve them on the spot.
The camp Elephant camp in Madhumalai had a few Elephants on a chain during feeding time and the tickets you buy is for you to watch them being fed.
We were not happy watching chained Elephants eat, however on a positive note the process lasted just for 30 minutes and the care takers rode away with them. We later saw they were left free in the camp."
