"It is not obvious how to get to it on foot. Approach it from the harbour roads, not the lands above it. Those so called parks and historic structures are ruins that will take many years to renovate ( construction mess currently)
From the harbour there is a half way lift but walking up is not too difficult if you find the correct streets and steps.."
