I found that you only needed to buy a ticket for either the outbound or return trip (purchased separately).
Outbound: Omama → Ashio
If you reserve your bento by phone, you can pick it up in the last car before departure. It seems you can also purchase one without a reservation if there are any left.
I recommend eating on the train rather than getting off along the way and looking for a place to eat your bento, but while the trolley cars have tables, they're cramped. The wind and smoke make it difficult to eat comfortably while the train is moving. It's also difficult to eat if you're sharing a table.
We ate during the slightly longer stop at Kobe Station.
At stations along the way, vendors come by selling small snacks, so you can buy them through the window.
On the local train we took on the way back, the train crew was selling souvenirs.
Around Omama Station, where we boarded, it was about a 30-minute leisurely walk from Hanetaki Bridge to Takatsudo Gorge Promenade to Takatsudo Bridge. The valley was beautiful."
