"Visited here during November last month for the Illumination. It is very beatiful. You can take photos of the Illumination street with Tokyo tower in the background either at the crossing on the roads or at the overpass pedestrian bridge. Taking photos from the overpass is bery hard since there are so many people and its quite hard to get a good spot so maybe you can go down on the crossing to take a shot is a better option. And be careful of traffic, during busy time, there traffic controller that will control the crossing to avoid any unwanted accidents. Please follow the rules."
