Recently, even public housing has been able to organize things to a certain extent - you can park them anywhere near the entrance! Even old motorbikes that have expired inspections are left abandoned. There is proper space in each apartment, so why? It's not scary if everyone crosses the street when the light is red! Is this the mentality?
