"I didn’t find much to do above ground in the odori park area other than going up the tv tower. However, there are many shops and restaurants underground there. More importantly, it is much more easy to get from the train station to your hotel, wherever it is, with your luggage by using the underground. This way you can avoid all of the intersections."
