"This is a multilevel mall in a building. There is a rooftop bar and open area where a lot of expats seem to gather. It is a very busy area of Tokyo. There is a record shop on one of the higher floors that has a large selection of Vinyl records. It called RECOfan. The street crossing catty corner from the mall is the busiest organized crosswalk in the world. They say that 2000 people cross the street at every change of pedestrian light. It's an extremely busy part of the city at night. I saw go carts going down the street. It appears to be legal to take a guided tour on go-carts."
