I could see the potential; it's certainly a very lively and interestingly historic place, but... my personal experience was that there was just too much focus on "making a quick buck" (as your cousins north of the border would say) rather than maintaining a pleasant area to enjoy. The incessant bother of "los vendedores ambulantes" is an unpleasant distraction from what could be an enjoyable evening experience, drinking, dining, listening to the music. As it is, every sentence of conversation has to be punctuated with many repetitions of "no" to someone offering fake watches, palm readings, dodgy pictures, etc.
Inevitably it seems that even the historic centre of the city is open to motor vehicle traffic, and that's a real shame; it ought to be a space for people rather than either stationary or fast moving metal."
