"A Town Hall for Everyone
Deventer Town Hall is a blend of historic monuments and new buildings. The old section is the original Town Hall, a classicist building dating from the late 17th century. This section houses the municipal government and the council chamber. The building is among the Top 100 Dutch UNESCO World Heritage sites. The new section of the town hall, designed by Neutelings Riedijk Architects, features a striking pattern of window frames. Each of these frames displays stylized fingerprints of Deventer residents. Made of cast aluminum, the fingerprints are placed within the frames like an elegant and unique grid. They can be found in three locations throughout the building: in the atrium, the courtyard, and on the facade facing the Grote Kerkhof (Great Churchyard). A total of 2,264 fingerprints belong to residents ranging in age from 1 to 90. Artist Loes ten Anscher has literally made the residents of Deventer visible with the Deventer Raamwerk (Deventer Frame). This has significantly contributed to the support among Deventer residents for the new city hall, which had come under considerable pressure due to the large investment. In 2020, a national committee selected the artwork as one of 100 "key works" in public spaces in the Netherlands. "Community art" at its finest."

"An architectural highlight of modernism in an old town that is rich in classical architecture in excellent condition.
The new town hall is classic in its choice of materials (wood, metal, glass) yet highly innovative, for example, in its individually crafted window grilles in the shape of fingerprints."

These frames are not merely decorative; they are cast aluminum replicas of stylized fingerprints belonging to over 2,000 Deventer residents, ranging in age from 1 to 90. This project, known as the 'Deventer Frame,' was conceived by artist Loes ten Anscher and has been celebrated as a significant piece of community art. It’s a powerful visual representation of the town's people being integrated into the very fabric of their civic building.
