What's the deal with traffic outside of rush/school hour?
If you like cycling and work in town the ride through Matapihi is amazing. You ride through countryside, cross a rail bridge and then you are in the city. The area around Bayfair reserve wouldn’t be subject to the tsunami threat, I believe.
