"You can go snorkeling with you own gear straight of the beach. They tend to disencourage this and are fencing it of from plain sight with shops and cevichebars. Go around the shops, on the beach, stay close to the pier and look for fisherman on it tossing fishintestins in the water. There you will find the turtles. No need to fear for splinter, it's made out of concrete."
