It's considered a lovely landmark and a worthwhile stop for a short visit to Bacolod, offering a glimpse into the city's historical and architectural heritage. Some note that access to upper floors may be restricted.
"This landmark building is the seat of the provincial government of Negros Occidental. It's a lovely building in the Beaux-Art style, albeit with the oversized sculpture that typically adorn such buildings.
The building is more or less open to the public, even foreigners. The guards let me wander around the 1st floor, but the upper floor was out of bounds. The ground floor contains several administrative offices and portraits of past governors and vice-governors.
Very nice landmark building and worth seeing if you're on a short trip to Bacolod."

"Clean and well-maintained.
The Capitol building, completed in 1933, showcases a neoclassical architectural style, a hallmark of American colonial influence in the Philippines. Its grand columns and symmetrical design reflect elegance and authority."
