"At the top, beaches, for my taste, are full of stones and no dogs... I haven't seen any. To get to the beach, you have to enter through the picnic area and walk across the bridge, but you can park. At high tide, there's hardly any sandy space. If you want to go to the beach with a dog, it's better to go to the Old Beach, right where the jetty is. There's plenty of parking; I went in the middle of August. If you have a small dog, the surface is barely covered; there are no waves because it's protected by the breakwater."
