"I failed. Yes, this is a museum, yes it is open, no you can't visit. As far as I can tell 1. You have to take a guided tour, which will be in Russian only 2. Guided tours run only for pre-booked parties of 25 or more. 3. There are no tours today. 4. There may be one tomorrow, come back at 13:30 tomorrow. (It's closed 13:00 to 14:00 for lunch break).
