"The Tambov Regional Universal Scientific Library named after A. S. Pushkin is located on the territory of the former Utkinskaya Church. It was founded in 1771 in honor of the city's deliverance from the plague epidemic. The church received the name "Utkinskaya" from one of the benefactors who donated money for the construction - the merchant I. F. Utkin. In 1931, the church was destroyed by decision of the city executive committee. The authorities justified their decision by the fact that the church interfered with car traffic.

Today, the Pushkin Library is the largest repository of printed and electronic publications in the Tambov Region. Its collection contains more than 2 million books, magazines, newspapers, which are used by about 50 thousand readers. The Tambov Library was one of the very first libraries created in the provincial cities of provincial Russia. It was founded in 1830, when its initial collection was formed from a small number of books and magazines donated by various ministries and a free economic society, and personal collections from noble estates. It was opened in 1843 as a public library under the patronage of a joint-stock company. Books were issued for a fee. In 1844, the library received its own two-story building, built on Dvortsovaya Street (now Sovetskaya). In 1937, when the centenary of A.S. Pushkin's death was celebrated, the library was named after him and became a regional library. Since 1950, the library has been located in the building of the former Nashkinskaya Reading Room.
