"I give this rating because I rate it based on what it supposedly is. There are little blue signs indicating a dog-off-leash zone, but that's a lie; it's a bike lane/running path. The last time I went, the area was completely untamed and uncleared, so you can't even walk off the paved path to avoid the cyclists who, to no one's surprise, ride as if they have absolute right of way. You can't even see the river. This city has many parks that are prohibited and at the same time many signs that say "dogs are off-leash," I suppose, to show off, but none of them are well thought out. Literally, the entire riverbank is simultaneously a bike lane, a running path, a playground, and a dog park."
