"Right here is the entrance to the Parliament of La Rioja, the former site of the Convent of La Merced. The convent served as such until the 19th century, during the Peninsular War, when it became a barracks for French troops. After their withdrawal in 1813, its rooms were used by English troops as a Military Hospital. It later housed the Tobacco Factory, which opened in 1890 and remained in that location until 1978. It was declared a Site of Cultural Interest in 1983, when the Parliament was moved here. It has also had other uses, such as barracks, hospital, and prison. In addition to the Parliament, it houses the Library of La Rioja and the Amós Salvador Exhibition Hall. The entrance gate was built in 1686, according to an inscription above the entrance arch.
