RE: Formal Notice of Intent to Sue for Judicial Misconduct, Constitutional Violations, and Parental Rights Deprivation
Judge Barbee,
This correspondence serves as formal notice of my intent to initiate civil action against you, both in your official and individual capacities, based on ongoing and willful violations of state and federal law, deprivation of federally protected rights, and egregious judicial misconduct that resulted in demonstrable harm to the parent-child relationship and severe emotional and physical distress.

On at least three separate occasions, you refused to recuse yourself despite established conflicts of interest and documented bias in proceedings concerning multiple contempt motions filed against Samantha Elise Wolf, my former spouse. Each motion presented identical facts and evidence; nevertheless, you initially denied all contempt requests but later found Ms. Wolf in Contempt of Court on four counts. This inconsistency provides evidence of malicious, knowingly discriminatory, and retaliatory intent, constituting a violation of both state and federal due process standards.
Violations of Federal Law and Constitutional Rights
Your conduct constitutes a violation of the Fourteenth Amendment
to the United States Constitution, which guarantees Due Process and Equal Protection under the law. Judicial bias, selective enforcement, or misconduct in child custody or contempt proceedings directly infringes upon these rights as recognized in Santosky v. Kramer, 455 U.S. 745 (1982), which held that the parent-child relationship is a fundamental liberty interest safeguarded from arbitrary state interference.
The totality of your conduct—repeated bias, refusal to recuse, suppression of evidence, and unlawful deprivation of custodial rights—rises to the level of knowing participation in a conspiracyunder color of state law with opposing counsel, Kenneth Lyles Foote.These acts constitute actionable violations under 42 U.S.C. §§ 1983 and 1985(3), for conspiracy to interfere with civil rights, as well as ethical breaches under Canon 2Aof the Florida Code of Judicial Conduct, which mandates that judges “act in a manner that promotes public confidence in the integrity and impartiality of the judiciary”.
Demand for Remedy

Due to the above violations, you are hereby placed on official notice that unless a satisfactory resolution or acknowledgment of wrongdoing occurs within thirty (30) days of this letter, I will proceed with filing a civil complaint in federal court for the following causes of action:

1. Violation of Civil Rights under Color of Law (42 U.S.C. § 1983)
2. Conspiracy to Deprive Civil Rights (42 U.S.C. § 1985(3))
3. Violation of the Fourteenth Amendment (Due Process and Equal Protection)
4. Judicial Misconduct under color of state authority
5. Intentional Infliction of Emotional Distress

"I was involved in a jury trial yesterday night. The trial was not over until almost 7 PM but the trial was run so efficiently and was well organized. Two of the jurors said "we really enjoyed it". Kudos to your trial clerks Ms. Leslie and Ms. Rachel, they were smashing!"

"I recieved a notice of suspension for a driving course I forgot to take, so I tried to call the phone number provided to figure out how much I have to pay, and to actually pay it off.

Multiple attempts were made to get contact from the court, only for there to be no response. And unfortunately the website won't show me what I owe. So I have to call back another time, only to HOPE somebody will answer.

I just want to pay off the citation so my license and registration aren't suspended, but it feels like nobody here even wants to help."
