The path is definitely WHEELCHAIR ACCESSIBLE BUT NOT EASY!
Our family member has a particularly heavy type of wheelchair, likely the reason we found it quite challenging to navigate the gravel parts of the path (there is a lot of boardwalk, mixed with gravel-covered areas in-between). The ride in any type of wheelchair will be very bumpy (as someone else said, "teeth rattling") because of the gravel, so please be aware, as that could be a deal breaker for some. Our passenger did not mind ;)
It also looked as though the path is not wide enough for passing in wheelchairs (granted, our chair is also pretty wide), although we did not encounter anyone moving in the other direction, so it was not an issue.
The boardwalk part of the loop is absolutely beautiful and very well constructed. The gradual inclines overall are also well designed for smooth progression, however there at least a few and they are still experienced as inclines and extremely tiring if you are pushing a heavy chair (especially over the gravel)!
The area is very beautiful and there are tons of birds enjoying it, as well as other wildlife. We saw a bunny just a few feet away, and at one resting point we saw about 8 turtles, half of them lined up sunning themselves on a log in the water. So wonderful, and especially great when a wheelchair accessible path has such close proximity to nature.
We stopped at just about every resting area (and there are lots!), and enjoyed the beautiful views and the rest :)
We did see dogs there, all on leashes, so I assume they are allowed but must be leashed.
The path is a nice and easy length, packed full of beautiful nature. Although we enjoyed being there, the wheelchair factor was a major workout, so unfortunately it will not be a regular on our list. All this is offered with good intent to help you be informed - and certainly this is a lovely place to visit!"

"2.20.22 Parking wasn't busy. The trail was a little muddy but it's a loop and this place is well marked and super easy so you will not get lost. Whether you're out solo, with your pet, a child, elders, your better half, this is a great place to get fresh air and enjoy nature. Porta potties are by the Parking lot. The trail is marked and it's a quiet area to enjoy."
