It seemed that celebrating Europe Day was assigned only to the lower-level staff and the local ordinary people. The same scene was in the EU Council and Parliament. However, commissioners, MEPs, ministers or ambassadors of member states could also be at the stands at least for a certain period of time and mingle with their "people".
