The City has an arts group (Norfolk Arts) that got the mural under the interstate done previously. VDOT technically owns the overpasses. So the City has to get permission from them.

This park is a real gem – clean, spacious, and full of charm.
There are beautiful fountains, gently sloped lawns perfect for kids or young people to relax and play, and even a large book bench that adds a nice cultural touch.

"A large park on the edge of the city centre. Stalls were being set up in preparation for a Spring Fair. I imagine it will be a great location with plenty of space for all. The park is also where you access 2 of the metro lines one of which takes you to the Central Station."
