"When I first saw the state parliament in Kiel, it was already dark, and I would have given it four or five stars.
But in daylight, it didn't seem quite as high in the rankings.
It's a square brick building, close to the water. The glass extension of the plenary hall represents transparency, as is the case with so many state parliaments.
