"I remember with nostalgia when Hokkaido was synonymous with wild beauty and freedom about 20 years ago. Nowadays, everything is forbidden or has a fee in Hokkaido. For the Notsuke Peninsula, if you don’t mind observing nature from your car while staying strictly on the paved road, then go ahead—but we’ve seen better nature experiences than that…
As for those who love wild nature, real nature photographers, I can only advise you to avoid Hokkaido, especially parks like this one. The slightest excursion off the pavement, and the park manager (who isn’t even a native of the region) won’t hesitate to call the police, accusing you of poaching to force them to intervene. You could end up having an unpleasant experience, locked in a police car or worse, especially if you don’t speak Japanese or have connections.
It’s such a shame to see such poorly managed natural parks. The forest is absolutely magnificent, and the trees are incredible. But venturing in without paying a fortune for a guide (who may not even be particularly useful) or going through a tedious process to get an entry permit is a risk best avoided with the Japanese police on standby for action.
I dream of a day when Hokkaido’s national parks will be as well-managed as the great national parks of North America, but that doesn’t seem likely as long as people with slow minds who aren’t even from the area are put in charge of the parks. So, I repeat: avoid Hokkaido and prefer North America for your nature trips."
