"We went to Kobe Harborland during the day and it was good. I think it is a different kind of view during the night when the Ferris wheel and the tower will be lit up but you won't see the bay. So I suggest going there to dusk so you can get both worlds. There is also a kids' play center building just beside the Ferris wheel and a small train ride. We were lucky to have the Oktoberfest on when we visited."
