I would definitely recommend going at night but even in the afternoon looking over the pier and towards the land is incredible.
Make sure not to skip out on the other floors. There was an interactive art floor, a cafe, and a souvenir shop.
The view is breathtaking and there are some areas that is a window looking directly below. If you are afraid of heights please keep your eyes peeled and don't freak out.
I arrived in the afternoon and it was not too busy, I was able to enjoy the sights and attractions without worrying about too many people around me."

Should reserve tickets online. Cafe worth doing at the sunset, but get reservations in advance.

"Kobe Tower was actually smaller than I expected. I thought it would be on the same level as Tokyo Tower, but it’s more similar in size to Hakata Port Tower or the Shinsekai Tower in Osaka. Still, when you’re actually on it, it feels tall. We went all the way to the top, which is an open-air area. The sides are glass, but you can really feel the wind pushing against you—it made me feel a bit queasy.
From the top, you get a great view of Kobe, especially the port and harbor area. I believe the tower was recently renovated. The passageway at the lookout area feels a bit narrow, but it’s manageable. I think they control how many people can go up at a time. There’s not much to do at the top except enjoy the view, but it’s worth checking out if you’re in the area."
