There are no exhibits on the process of making the floats or the deeper historical background of the festival, so if you visit expecting it to be a facility like Wa Rasse, which displays Aomori's Nebuta, you'll be disappointed. As it's simply a display of floats, I wouldn't really recommend it as a tourist spot.
