I took a walk up to the falls from Yugawara. The last 500m or so is pretty much directly along the highway and is clearly not intended to be walked as there is no sidewalk (sorry to the traffic that had to deal with me being a hazard).
When I arrived at the location indicated on the map, there was a parking lot which seemed to be the entrance, but it was gated off and appeared to be closed potentially into perpetuity.
If you're planning on coming, be sure to double check that it's open and accessible at the time, and just take the bus like others here have recommended."
