A town centre hot spring is not without precedent, in for instance the most famous hot spring resort in Japan in Beppu - which has town, sea and mountain. But returning to the question, the answer is because there are are, or were, girly-bars. That is to say, town hot springs, such as those in Beppu and Yuda, have an area of town with ladies that are paid to talk, sometimes dance, sometimes touch, sometimes even massage, their clientèle. Such services are on the decline but Yuda hot spring still offers them."
