"Declared a national historical heritage site in 1986, this building, constructed between 1841 and 1868, is located opposite Bolívar Square. The building owes its name to statues of condors that have been on the roof since 1929, as a symbol of guardianship and protection, although many people often confuse them and call it "the palace of the eagles." It currently serves as the headquarters of the government of the State of Zulia."

"On the site now occupied by the Government Palace stood a large house that served as both the town hall and a jail, around 1839. Construction began in 1841 on the building that stands today; initially, the bleachers and the facade were completed. This first phase of the imposing structure was inaugurated on April 23, 1868, Saint George's Day. Some history books of Zulia recount that the inauguration festivities lasted three days, and that the palace's main door was opened with a large golden key. The construction process continued for several more years, between 1883 and 1896, during which the main hall was decorated, along with conservation and ornamentation work on the palace's principal spaces. In 1890, under the provisional presidency of General Ramón Ayala, the second phase of construction was completed. This phase involved opening the interior of the second floor and erecting the main masonry and wood staircase to facilitate access to the different sections of the building. In 1926, under the government of General Vicencio Pérez Soto, work was done to modernize the main façade. At that time, two condors were placed at each end, east and west, and renovations were carried out in the palace's interior garden. The building follows architectural lines reminiscent of Neoclassicism; its spaces are organized in a U-shape, on two levels, and it has a central masonry staircase located in the front courtyard. A continuous balcony, defined by colonnades and metal railings that are repeated on the lower level, stands out on the main façade. This balcony culminates in a cornice in the form of a balustrade and a pediment with a coat of arms in the center. The sculptures of two condors stand out on the upper corners of the building, which is why it is known as the Palace of the Condors. The Government Palace, or Palace of the Condors, was declared a National Historic Monument by Official Gazette No. 33407, dated February 7, 1986."
