Saw this 2 days ago in Port Coquitlam, BC (if you're familiar with the area, this was at High Knoll lookout at Minnekhada Park). It was flying in circles, like the video above and it was MASSIVE, similar to a bald eagle but it was clearly not a bald eagle.
