I was curious about the best hikes that tend to have a lot of people. I am a foreigner so hiking with bears and cougars in the area is not exactly my idea of relaxing.

Spotted on the trail between Thetis Lake and Mt. Work. Probably my favourite "urban" hike that I've done in Victoria.

Heck, you can hike from the Sooke Potholes to Mt Finlayson, up to Mt Work, and then down to Thetis, 99% on trails, if you really wanted a good one hah. https://imgur.com/gallery/HChms3d

It is 5 n half kilometers with a 1000 ft elevation gain. It can get pretty steep at times. Brings TONS of water.

The view is nice, but you can get a better view at the Malahat Skywalk if your not in the best shape and don't think your capable of doing this hike."
