"There is both Outdoor and Indoor observatory deck. I paid ¥65 which includes both the outdoor and indoor section, which is cheaper than what I was expecting as i read someone posted saying it cost ¥150 but that was with a package which includes a drink or something. So if you're just interested in the view, just go for the ¥65 ticket
A good pit stop in the morning if you have nothing to do. A bit hazy when I visited but it's pretty much like that for the entire time I'm here in Harbin.
The first section you will reach when you come out the lift is NOT the indoor section. Climb up the stairs and you will reach the outdoor section, continue another flight of stairs up to head up a few level to reach the indoor section which is heated and very comfortable considering it was -18⁰C when I visited
