"Lugard Road was built between 1913 and 1914, then after the First World War, completed in 1921. The narrow road, which encircles The Peak, is named after Sir Frederick Lugard, the 14th governor of Hong Kong. The road mainly follows the contours of the hillside, connecting Victoria Gap in the east to the Hatton Road-Harlech Road junction in the west. Joining Harlech Road seamlessly at its end, a circuit is formed around The Victoria Peak. While not entirely pedestrian, has vehicular restrictions. Permits to use this road are only issued to residents for access to their properties. It’s a great spot to take in panoramic views of the Hong Kong Island highrises , the Victoria Harbour, the Peninsular of Kowloon, also to enjoy fine sunset and night views of the above mentioned — and in spring, see the city enveloped in mist. Some early examples of development in the city remain along the road: the small, white Grade III historic building at the start, 1 Lugard Road, built as a Peak Tramways workshop around 1927, still houses the company’s offices. No. 26 Lugard Road is named "Bishop's Lodge". It was built in 1890 and was sold to Joseph Avara, then Bishop of Victoria in 1899. Robert HoTung bought the property in 1917, but surrendered the lease to the Crown in 1950. The most recent news about this property is the present owner the esteemed Tsim Wing-kong family, prominent figures in the toy industry, the residence has seen a remarkable journey of ownership. Acquired for HK$145 million in 1999, the family held onto the property for an impressive 25 years, and most rescently asked for 1.2 billion Hong Kong dollars for the two-story detached house, now a Chinese tycoon from Shenzhen snaps up the mansion for a bargain $838m, a 30% discount. The neo-classical two-storey Grade II historic residence at 27 Lugard Road, the oldest property along the road, was built in 1914 after British architect Lennox Godfrey Bird bought the plot of land at auction for just HK$2,160. The house was purchased for HK$384 million in September 2012. The current owners propose to convert No. 27 historical Grade II private house into a hotel on Lugard Road. The Town Planing Board has approved the use as a hotel."
